GemState is a Treasure Valley residential-habilitation agency founded and run by Cass Neilson, who has spent her career in Idaho's developmental-disability community.

Who we are

GemState Residential Habilitation is a Treasure Valley agency providing 24-hour-capable, person-centered support for adults with developmental disabilities. We were not started by an investor or a management company. We were started by someone who has spent almost three decades in the homes, on the overnights, doing the work itself.

Our mission is simple: help each person we serve live in a real home of their own, in the community they know, and grow toward their own peak of independence.

Meet Cass Neilson, founder and administrator

Cass first stepped into direct support at eighteen, and across the 28 years since she has worked in Idaho's developmental-disability field at agencies in Idaho Falls and the Treasure Valley, moving from direct support into senior direct-support roles, training new staff, running households, and mentoring the people who do this work. She stepped away for other jobs at times, trucking and security among them, and always came back. The DD field is where the work actually meant something to her.

She meets Idaho's experience standards to serve as an agency administrator. More than any credential, though, what she brings is a long, hands-on understanding of what good care looks like from the inside, and what it looks like when it falls short.

Cass also writes the family guides on this site, because she has watched too many families get lost in the paperwork and wants the path to be clearer than it was for the people she has helped over the years.

How we think about care

Good care is not one relationship, it is three working together. When a company genuinely takes care of its staff, staff can give the people they support their full attention, and that is when participants truly thrive. We build around that whole triangle, not just one corner of it.

Honesty you can verify

GemState is built to Idaho's 2026 residential-habilitation standards (IDAPA 16.03.21) and is preparing its certification application with the Idaho Department of Health and Welfare. Idaho law does not allow any agency to provide services before it is certified, and we will not say otherwise.

When our certification is issued, we will publish our license number on this site, and you will be able to verify it directly with the Idaho DHW Division of Licensing and Certification. Not every provider makes that easy. We think you deserve to be able to check.

GemState serves the Treasure Valley: Boise, Meridian, Nampa, and Caldwell, across Ada and Canyon counties.
